ERCL Consulting was established with a desire to serve clients with the highest quality of services to meet the needs and requirements surrounding the delivery of transit projects.
We bring a wealth of expertise and are committed to working collaboratively with partners and clients to resolve challenges and drive results to improve transportation access, reliability, safety, and quality of life.
ERCL Consulting is certified as a Disadvantaged Business Enterprise (DBE) and registered under LA Metro’s Small Business Enterprise (SBE) Program. We are based in the greater Los Angeles area and serve the Southern California region.

Project Planning
Our engineers work with planners to develop strategic plans that are comprehensive, realistic, and achievable. We have developed plans that have passed the test of time through its successful implementation and delivery.
Project Delivery
We work closely with the client and project teams to deliver the scope while ensuring schedules, budgetary constraints, and quality of work are met.
Program Management
We provide all-around expertise on large programs to support clients in project management, technical reviews, funding, contracts and agreements, internal/external coordination, and risk management.
Grant Management
Our staff has managed millions of grant funding at the local, state, and federal levels. We manage the funding allocation process and monitor funding to ensure continuous cashflow to keep projects moving forward. We ensure compliance with grant requirements and provide accurate reporting of project status and expenditures.
Staff Augmentation
We have experience working firsthand for a public agency and understand agency processes and policies. We are able to support agency staff through meeting representation and managing projects on the agency’s behalf.
Stakeholder Coordination
We build consensus among stakeholders through extensive knowledge and relationships with transportation agencies, regulatory agencies, and railroad operators.

Elizabeth Lun, PE
Principal
Elizabeth has nearly 20 years of experience working on transportation projects in California and the Western U.S. region, specializing in rail infrastructure. She was instrumental in developing and implementing Metrolink’s largest capital improvement program as Director / Program Manager for the Southern California Optimized Rail Expansion (SCORE) Program. Her solution-focused mindset and forward-thinking approach leads clients to the successful delivery of projects.
